This is a theatrical figurine made by Yamazaki Seimei 山崎清明.
As you can see from the hat and hat strings, it has been made with great attention to detail.
The folding fan can be inserted into the right hand.
There is a "Miyamoto Shoko 宮本商行 Precious Metals 貴金属 Fine Art 美術品" sticker on the back of the box. I believe it was given as a special gift.
